They're calling for "civility" because they don't liked to be asked to defend any of their decisions, or their own bad behavior. They just want to go to kids events in town and hand out merch. It IS a way to stifle any citizen who asks questions or demands accountability.
@FAYSELLARS True. And when they speak of reasonable people being "intimidated" by repeated emails and phone calls, what they really mean is "we hate follow-up inquiries" because people who get the "silent treatment" are expected to just go away. If you demand answers its considered harassment.
